Moon cleaning by sector, elevator available earlier
A moon only counts as clean once every sector is cleaned. The elevator to the rocket can be bought before that.
The end of a world now depends on its sectors.

- Clean moon: A moon only counts as clean once every single sector is fully cleaned. Before, an overall share was enough, which could leave individual sectors just short of done. Dust in containers, tanks or storage does not count.
- Elevator to the rocket: The elevator can be bought at the station control at any time. It only runs once the moon is clean; until then the cabin and the station control point this out.
